Community Athletics Page 3 <br /> March 28, 1994 <br /> • <br /> The School District's future facilities will offset some of the City's additional <br /> facility needs. Since the School District has no firm projected number for <br /> future facilities, a guess at how many they will provide has to be made. Staff <br /> feels new schools will be built with enough athletic facilities to accommodate <br /> school needs only. Therefore, staff is estimating that the City's additional <br /> facility needs will be met by school facilities at half the current rate. The <br /> number of additional City facilities needed were adjusted by this factor. The <br /> amount of additional land required for the particular athletic activity at full <br /> population was then calculated. <br /> The above described process was meant to give the Park and Recreation <br /> Commission a rough idea of how many acres of land they should plan on <br /> acquiring for community athletics. Acquisition must be a priority while land <br /> is still available. However, these worksheets (specifically the local ratio) can <br /> aid in determining the timing of developing additional facilities. <br /> Elk River's population was 6,785 in the 1980 census, 11,143 in the 1990 <br /> census, and 12,060 in the 1993 School Census. Staff believes growth of at <br /> • least this rate will continue through this millennium. The 1990 Elk River <br /> Focus Area Studies projected Elk River's population in the year 2,000 at <br /> 15,000 - 18,000. This should give you some idea of how many facilities will <br /> be needed in the near future. <br /> RECOMMENDATIONS <br /> 1. REVIEW THE CITY'S PROJECTED NEED FOR COMMUNITY <br /> ATHLETIC FACILITIES PERIODICALLY (AT LEAST EVERY FIVE <br /> YEARS) BASED ON CHANGES IN THE DEMAND TREND (LOCAL <br /> RATIO) FOR EACH SPECIFIC TYPE OF FACILITY, THE <br /> DEVELOPMENT OF NEW SCHOOL FACILITIES, PARTICIPATION <br /> IN THE DEVELOPMENT OF FACILITIES BY THE VARIOUS <br /> ATHLETIC ASSOCIATIONS, AND NEW PROJECTED <br /> POPULATION ESTIMATES (CHANGES IN THE CITY'S <br /> COMPREHENSIVE PLAN). <br /> 2. MAKE ACQUISITION OF LAND FOR COMMUNITY ATHLETIC <br /> FACILITIES TO ACCOMMODATE ELK RIVER'S FULL <br /> DEVELOPMENT POPULATION A PRIORITY. ALSO, ANTICIPATE <br /> USAGE SO THAT THE DEVELOPMENT OF FACILITIES IS NOT <br /> • LAGGING TOO FAR BEHIND THE CURRENT DEMAND. <br /> p&r-ca.doc <br />
