Block 1, to allow a 10' wide trail to be constructed behind the curb line <br /> with a 5' wide boulevard separating the trail and the street. <br /> There will be plans available at the meeting. The Park and Recreation <br /> Commission should pass on a recommendation for the next Planning Commission <br /> meeting. <br /> 7. WOODLAND TRAILS PARK <br /> As we near the end of the cross country skiing season, I feel that this may be a <br /> good time to discuss policy for the coming year as it relates to trail grooming and <br /> trail usage so that the proper considerations may be given to budget requests and <br /> personnel needs before the 1995 financial cycle begins. <br /> 7.1. Is it the City's responsibility to groom trails for recreation or <br /> competition? What grooming schedule should be followed? What portion <br /> of grooming costs should be paid by the School District? Should other <br /> school who practice here or schedule meets here pay use fees? <br /> 7.2. Can recreational skiers use the park trails during competitive ski <br /> meets? Should competitive meets be scheduled through a city office as <br /> park reservations or as softball tournaments are during the summer? <br /> Answers to these questions and any other comments will help us develop a <br /> policy to deal with situations that will likely arise in the future. <br /> 7.3. See attached memo. <br /> 7.4. At the City Council/School Board joint meeting on January 31, the <br /> City passed a motion to provide $40,000 in matching funds for the <br /> Environmental Learning Center in Woodland Trails Park if Mike <br /> Niziolek's LCMR grant application is successful. The School Board <br /> passed a motion to show support for the project, but not to commit any <br /> funds. <br /> 7.5. A group has shown an interest in a mountain bike racing course <br /> within a city park. The details are sketchy at this point in time, but I <br /> would like to raise the question to this group, "Is this an activity that could <br /> be compatible to other activities in Woodland Trails Park?". The answer <br /> to this question will help me determine how much staff time to commit to <br /> the proposal when it officially comes forward. <br /> • <br />
