must coincide with the goals of the school district and the City Council <br />to include such things as ECFE, Community Education, Community <br />Recreation, offices for youth organizations, etc. Additionally, the location <br />for any facility, as recommended by a committee, must be acceptable to <br />both the city and the school district as would the cost of such a project. A <br />joint project between the city and the school district would also require a <br />joint powers agreement in order to establish how the facility would be <br />owned and managed.
