5.2. Polling Locations <br /> <br />City Clerk Sandy Peine, who is in charge of the municipal elections, was <br />advised in later 1999 that the school district would prefer that the <br />senior high not be used as a polling location during elections. In <br />response to this request, an evaluation of other options was conducted <br />and the city is very pleased to report the continued cooperation between <br />the school district and city has resulted in the future use of the Ivan <br />Sand School as a polling location in place of the senior high. <br /> <br />In terms of future changes, the 2000 census will be received in early <br />2002. After this data has been reviewed, it is expected that the city will <br />redistrict its four wards and that each ward will require two precincts. <br />Accordingly, two additional polling locations will need to be identified in <br />early 2002 for the November gubernatorial election. <br /> <br />5.3. Traffic/Parking <br /> <br />There is not much new to say on this topic and I think that all of the <br />issues are well known and have been discussed over the last year or so. <br />The most recent addition to the traffic/parking list of issues is the <br />request from the school district for the city to enforce no parking <br />restrictions in the district's Oak Knoll parking lot. This request was <br />briefly discussed by the City Council last week. With the recent arrival <br />of snow, this is less of an issue than it was a few weeks ago, but will be <br />an issue that needs to be addressed in the spring. <br /> <br />5.4. Community Center Facility <br /> <br />A city community center has been discussed on and off for over ten years <br />and the possibility of a joint city/school community facility has been <br />discussed on and off for the last few years. Nine years ago the City <br />Council appointed a task force to look at the ultimate community center <br />needs for Elk River, but Phase I of this proposal, or any revised <br />proposal, has yet to be pursued. Regardless of what it pursued and <br />when, it would need a public vote in order to issue bonds as limited city <br />funds are available for such a facility...and, as everybody knows, a <br />successful public referendum can be very difficult. <br /> <br />It may or may not be appropriate to have two councilmembers and <br />board members meet a few times to discuss whether or not a joint <br />facility is even remotely possible and what are mutually acceptable <br />goals. To be successful, a citizen or public committee's recommendation <br /> <br /> <br />
