Memo to Mayor and City Council/CU 99-36 <br />January 18, 2000 <br />Page 6 <br /> <br />January 11th Meeting <br /> <br />The Planning Commission reviewed revised plans at their January 11th <br />workshop. At that meeting the Commission reviewed revised building <br />elevations. The elevations included brown face brick on the pilasters and <br />wainscoting. The concrete wall panels will be stucco finished in a light tan <br />color. A 12" two-step metal cap will top off the building and 2' EIFS caps will <br />be in place on top of the pilasters and the central entrance. Instead of adding <br />building details to the rear of the building the developer added landscaping to <br />help screen the building from Tyler Street. The Commission felt the revised <br />plans addressed their concerns regarding building elevations. <br /> <br />The outdoor storage/garden center was also discussed. It was staffs <br />interpretation that the front display area and the seasonal sales should be <br />included in the 5% allowed display area. With this interpretation, the <br />seasonal display area would be limited to about 3400 square feet. The <br />Planning Commission had a different interpretation. They felt the seasonal <br />sales area was part of the garden center should not be included in the 5% <br />allowed for outdoor sales and display. They left the seasonal display area at <br />6000 square feet. To address their concern about impact on traffic flow, they <br />added a condition that no parking or loading would be allowed in front of the <br />garden center or seasonal sales area. All loading would have to be in the rear <br />of the garden center or in the designated pick-up area in front of the store. <br /> <br />Landscaping was added along Tyler Street and along Zane Street as well as <br />along the south side of the garden center and in front of the store. <br /> <br />Recommendation <br /> <br />The Planning Commission and staff recommend the City Council approve the <br />preliminary plat and Resolution No. 00- granting final plat approval for <br />Home Depot Addition and the conditional use permit for a 120,000 square <br />foot home improvement store with the following conditions: <br /> <br />Preliminary and Final Plat <br /> <br />1. All comments of the City Engineer be addressed. <br /> <br />2. The north boundary of Lot 1 be adjusted to allow for the enclosed <br /> storage area to be placed on the north side of the Home Depot building. <br /> <br />Conditional Use Permit <br /> <br />1.
