Memo to Mayor and City Council/CU 99-36 <br />January 18, 2000 <br />Page 3 <br /> <br />Parking and Access <br /> <br />The plan shows 641 parking spaces to be included as part of this project. The <br />120,327 square foot store requires 602 parking spaces. Only 570 spaces, of <br />the required 641 spaces, will be constructed as part of this project; 71 spaces <br />are shown as "proof of parking" along Zane Street and will be constructed if <br />needed in the future. The parking for the adjacent retail space and the <br />freestanding building, with the exception of some of the spaces right in front <br />of the freestanding building, will also be installed at this time. <br /> <br />As proposed, there is no separation between the building, pedestrian area, <br />merchandise pick up and traffic areas. Curbing should be installed along the <br />front of the building to provide a distinct separation between the drive aisle <br />and the sidewalk. The curb could be lowered in areas that will be designated <br />as merchandise loading areas and at the entrance and exit. Installing curbing <br />would also eliminate the need for many of the numerous bollards located <br />around the building. The applicant is proposing to extend curbing around <br />from the drive aisle connecting Walmart, across the front of the future <br />attached retail space, to the front of this store and along the outside of the <br />landscaped area on the south side of the outdoor storage/garden center. <br /> <br />Access to the site is provided as shown on the approved development plan. <br />There are four access points for this site, one from Tyler Street, which is right <br />in - right out only, two from 179th Avenue and one from Zane Street. <br /> <br />The loading docks are located on the south side of the store facing 179th <br />Avenue. Because the building is surrounded on three sides by public streets it <br />would be difficult to place the loading docks so they are not visible from a <br />public right-of-way. The docks will be about 4 feet below the grade of the <br />street and will be partially screened with a wall that will match the exterior <br />of the building. Landscaping will be provided to help screen the loading docks <br />from the adjacent streets. <br /> <br />Grading, Drainage and Utilities <br /> <br />Grading, drainage and utilities are addressed in the City Engineer's memo <br /> <br />Outdoor Storage and Display <br /> <br />The proposal includes an 11,000 square foot outdoor storage area and garden <br />center. The area will be enclosed with a 20-foot high fence with columns and <br />eight-foot high walls on the side and rear. The front will include 3-4 foot high <br />knee wall. The fence will look like a wrought iron fence.
