The submittal package consisted of the existing <br />conditions, preliminary plat, preliminary site plan, preliminary grading plan, and preliminary utility <br />plan. All of these were prepared by John Oliver and Associates and dated November 29, 1999. <br />In addition there was a site lighting plan, landscape plan, building elevations and main floor plan <br />submitted which were prepared by Greenberg Farrow Architectural, Engineering and Planning. <br />Based upon our review we would offer the following comments. <br /> <br />The preliminary plat shows more drainage and utility easements than we believe are <br />necessary. It appears that the preliminary plat shows a proposed easement over the storm <br />sewer draining the parking area. The City will consider this storm sewer system to be <br />private until the water is deposited into the pond at the rear of the Home Depot building. <br />Therefore, this storm sewer system does not need an easement covering it. <br /> <br />2. At the staff review meeting, Steve Wensman suggested that the islands closest to front of <br /> the store be slightly larger to accommodate landscaping elements. <br /> <br />Sidewalk should be continued to the south end of the site across the area near the <br />driveway. The Elk River Crossing plat should include a pedestrian crossing of 179th Avenue <br />at this point and a small segment of sidewalk on the south side of the street to connect to <br />the sidewalk leading to the Vandenberg Industrial Site. <br /> <br />4, <br /> <br />Around the perimeter of the parking area a 42-foot dimension is shown. This would equate <br />to an 18-foot parking stall and a 24-foot drive isle. However, the dimensions are to the back <br />of curb. The 42-foot requirement should be measured from the face of curb.
