City. Council Minutes <br />April 19, 2004 <br /> <br />Page 11 <br /> <br />Mayor I~dinzing stated that a speed study of County Road 1 should be completed. She stated <br />that one reason that a tree ordinance was not approved was due to a conflict with property <br />owner rights and that it would be hard to apply it consistendy. She would like to see a more <br />reasonable number of lots in the plat. She stated that she is surprised that the developer is <br />still wot 'king together with the city on this plat. She stated that the development fits the <br />ordinance requirements. <br /> <br />MOVED BY MAYOR KLINZING AND SECONDED BY COUNCILMEMBER <br />KUESTER TO TABLE THE PRELIMINARY PLAT FOR WOODLAND HILLS <br />UNTIL MAY 17, 2004. Public Hearing-Case No. ZC <br />04-02 <br />Request by Menard, Inc. for Conditional Use Permit for Expansion of the Menard's Facility., <br />Public Hearing- Case No. CU 04-04 <br />Request by Menard, Inc. for Preliminary. and Final Plat Approval of Menards Addition, <br />Public Hearing- Case No. P 04-03 <br /> <br />Senior Planner Scott Harlicker submitted the staff report. Mr. Harlicker stated that Menards <br />is requesting a land use amendment, rezonmg, conditional use permit, and preliminary and <br />final plat in order to allow an expansion of their lumber yard, including a storage building <br />and a garden center. He discussed land use, zoning, the proposed new layout for the garden <br />center and the storage building, access, landscaping, and Planning Commission action. <br /> <br />Mayor Klinzing opened the public hearing for the land use, the zone change, the conditional <br />use permit, and the preliminary plat. <br /> <br />Arthur Jackett, 19435 Dodge Street-Stated that he is opposed to the development. He <br />asked about the access into the lumber yard. He is concerned about the loss of wildlife, <br />drainage and traffic on Dodge Street. He is also concerned about screening between the <br />building and the neighborhood. Mr. Jackett expressed concern with the speed of traffic on <br />Dodge Avenue and felt that some stop signs should be installed. <br /> <br />Paul Molitor, Hudson, Wisconsin (Representing Menards)-Stated that he was available to <br />answer any questions. He stated that new trees would be installed between Menards and the <br />neighborhood. <br /> <br />Mayor K3inzing closed the public hearing for all items. <br /> <br />CounciLmember Kuester questioned how the trees between the neighborhood and Menards <br />would be saved. <br /> <br />Mx. Molitor stated that a retaining wall would be installed to separate the area before any <br />construction on the building began. <br /> <br />Councilmember Tveite stated that more trees are being saved with this project than would <br />have been saved if the original plan to install homes had been completed. <br /> <br /> <br />
