Duitsman <br />City of Elk River <br />1 3065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />Re: <br /> <br />East Elk River Project <br />Parcels: 75-O11-1201 <br /> 75-011-11 O0 <br /> <br />Dear Mayor Duitsman: <br /> <br />Please be advised that we, as the owners of the above-referenced parcels of land <br />located in the City of Elk River, object to the East Elk River Project proposed special <br />assessments. <br /> <br />We are forced to raise our objections at this time because there are many unanswered <br />questions with respect to this project and how the project will impact on our property. <br />Questions which we believe the City should be in a position to answer at this time. <br /> <br />Issues which must be addressed, as they relate directly or indirectly to the value of our <br />property include, but are not limited to the following: <br /> <br />How are the railroad crossing improvements to be paid for? Is the cost <br />of improvements to be assessed? If so, on what basis, i.e., front foot or <br />by acreage? <br /> <br />What is the estimated cost of the laterals for the sewer and water? What <br />method is to be used to assess these costs? <br /> <br />o <br /> <br />What is the estimated cost of a storm sewer system - both trunks and <br />laterals? What method will be used to allocate these costs? <br /> <br />.. <br /> <br />Is the cost of the street to be assessed? If so, will it be by front foot, <br />acreage or both? <br /> <br />o <br /> <br />What services are included in the sewer and water project? Does it <br />include stubs to the properties? <br /> <br /> <br />
