Memo to Planning Commission/P 01-14 <br />December 17, 2001 <br />Page 9 <br /> <br />Co <br /> <br />do <br /> <br />A letter of intent to develop the 32 acres to the south in the immediate future. <br />Development of this 32 acres will provide a second access to Twin Lakes Road. <br />However, Street A still exceeds the maximum cul-de-sac length. <br />Revised building plans for the rambler-style townhomes providing the required <br />change in material on the rear elevations and increasing the garage size to meet <br />the minimum requirements of width and area. <br />A parking analysis indicating the amount of parking provided within the <br />Association. Of the 700 spaces provided, 104 will be on public Streets A, B, C; <br />45 on the private drives serving the rambler style townhomes, and the remainder <br />in garages and driveways to individual units, as allowed by the ordinance. The <br />ordinance requires one space per bedroom for residents (260 spaces) and ½ <br />space per unit for guests (65 spaces). The proposal exceeds the ordinance <br />standards. <br /> <br />Recommendation <br /> <br />Staff and the Planning Commission recommend that the City Council approve the requests <br />with the following: <br /> <br />Staff recommended to the Planning Commission that they recommend approval of the <br />request to the City Council with the following: <br /> <br />Findings of Fact for the Rezoning Request: <br /> <br />I. THE REQUEST IS CONSISTENT WITH THE LAND USE PLAN. <br /> <br />2. THE REQUEST WILL NOT ADVERSELY IMPACT ADJACENT <br /> PROPERTY OWNERS OR LAND USES. <br /> <br />Conditions of Approval, Preliminary Plat <br /> <br />I. ALL COMMENTS OF THE CITY ENGINEER SHALL BE <br /> ADDRESSED. <br /> <br />THE CUL-DE-SAC ON STREET A SHALL BE RELOCATED TO BE <br />ADJACENT TO THE BLACK PROPERTY. <br /> <br />PHASING OF THE CONSTRUCTION OF UNITS SHALL BE <br />DETERMINED AND TIMED BASED ON CONNECTING THE <br />STREETS IN THE SUBDIVISION TO A SECOND ACCESS POINT <br />(TEMPORARY OR PERMANENT) TO TWIN LAKES ROAD. <br /> <br />STORMWATER DISCHARGE FROM THE SITE SHALL NOT <br />EXCEED 5 CFS (CUBIC FEET PER SECOND). <br /> <br />S:\PLANNING\MICHMC\CCREPRTS\P01-14 Part 2.DOC <br /> <br /> <br />
