The property has a varying topography <br />and is wooded along the west and east sides. There is an open area in the middle which has <br />two wetlands located in it. The topography is lower on the west side than on the east side <br />with a change in topography of approximately 33 feet from northwest to southeast. <br /> <br />The adjacent uses include multi-family residential to the north (8-plex condominiums built <br />by the applicant), open space to the east (80 acre Hillside City Park), single family to the <br />south, and commercial planned unit development (Home Depot and Wal-Mart) to the west. <br />There are two high-pressure gas mains located parallel to the west property line. A single <br />family dwelling and detached garage is located in the northwest corner of the project and is <br />not included in the requests. <br /> <br />Project Description <br /> <br />The proposed project is a mixed, townhome and single-family development of 149 units on <br />41.24 acres (gross). A portion of the site is owned by the City (Outlots A & B, Elk River <br />Crossing). Proposed are 19 single-family units, 58 rambler-style walkout or lookout <br />townhome units, and 72 condominium units arranged in buildings with 4, 6 and 8 units in <br />each. <br /> <br />Three public streets are proposed; Street A, Street B and Street C. Street B will have an <br />entrance on County Road 12 and will connect to the single-family residential property to the <br />south. Street C will connect Street B to the single-family property to the south, and Street A <br />connects Street B with Twin Lakes Road (previously Tyler Street).
