Howard R. Green Company <br /> Project No. 802400j Pavement Rehabilitation Report <br /> City of Elk River, Minnesota <br /> IV. ESTIMATED PROJECT COST AND PHASING <br />Exhibit 1 illustrates the streets that need to be reconstructed at this time. The financial <br />burden on the City that would result from the reconstruction of all these streets in a <br />single construction season makes one large project unfeasible. However, the project <br />size must be large enough in scale to insure that COmpetitive bids will be received. <br />Therefore, the streets have been grouped together into projects that have a total project <br />cost of apProximately $1,000,000.00 using today's construction costs. In addition to <br />financial concerns, the location of the streets was taken into account to minimize the <br />frequency of the construction impacts to residents when determining which streets <br /> the <br />should be grouped together. In addition, the streets that contain watermain that needs <br />to be upsized for fire flow protection are proposed to be reconstructed in the first few <br />phases. <br /> <br />The base improvements used in determining the $1,000,000.00 project size includes: <br /> <br /> · Reconstruction of the roadway <br /> · Installation/Improvement of the storm sewer if necessary <br /> · Installation of sidewalk <br /> · Street lighting <br /> · Boulevard Restoration <br /> · 28% overhead <br /> <br /> The 28% overhead is in accordance with the City's assessment manual. It includes city <br /> administration, engineering design, construction staking and inspection, and fiscal and <br /> legal costs. <br /> <br /> The cost of the installation of watermain and/or sanitary sewer, or the repair of either <br /> system would be in addition to the $1,000,000.00 costs. These costs were not included <br /> due to the separate means of finance used to fund these types of improvements, SUch <br /> as Elk River Municipal Utilities and the general sanitary sewer budget. <br /> <br /> A Preliminary construction cost estimate for each street is provided in the Appendix. <br /> The estimates are based on construction costs from recent years. An increase in <br /> construction costs from inflation has not been added, but it should be noted that future <br /> project costs would be higher due to inflation of construction costs and/or construction <br /> materials. As each individual project is authorized, a more detailed cost estimate will be <br /> COmpleted with revised construction costs in the feasibility phase. <br /> <br />No costs have been included for the acquisition of utility easements and rights-of-way. <br />The proposed project phasing is shown on Exhibit 6. <br /> <br /> <br />
