Minnesota Department of Transportation

Agenda Item ~3c

Office of Passenger Rail Transit
Mail Stop 475
395 John Ireland Blvd.
St. Paul, MN 55155

Phone: 651/215-6800
Fax: 651/284-4113

Date: October 12, 2001

To: Northstar Commuter Rail Corridor Coordinating Committee

Regarding: Information Request
Meeting Date: October 18, 2001
Subject: Proposed Source of Operating and Maintenance Funds

The proposed source of Northstar commuter rail operating and maintenance funds is a
combination of passenger revenues (fare box), Federal Transit Administration (FTA)
grants, and the State of Minnesota General Fund. The estimated percentages and values
for each for some of the early operating years are shown below. (Fiscal year 2007 will
be the first full year of operation.) Each of the figures is in that year's dollars and is for
service between Minneapolis and R.i~e, Minnesota.

Sources of FY 2007 FY 2007 FY 2008 FY 2008 FY 2009 FY' 2009
Operating Funds $
Passenger $ 4.39 29.4 % $ 4.76 31.1% $ 4.90 31.2 %
Revenue
FTA Sect 5307 $ 5.39 36.1% $ 5.39 35.2 % $ 5.39 34.4 %
Minnesota $ 5.15 34.5 % $ 5.16 33.7 % $ 5.40 34.4 %
General Fund
Total $14.93 I 100.0 % $15.31 100.0 % $15.69 100.0 %

The FTA grants are proposed to come from Section 5307 urban formula grants. The
formulae a_r_e_~?sed on demo?_ap_h_ic_,_ level of service, ridership, and operating costs
v~f/a~l~s. Our plan aSsumes that the funding increment that results from the additional
fixed guideway route miles and additional fixed guideway vehicle miles of service
pertaining to Northstar Corridor commuter rail service will be made available to the
project. This will require cooperation with among the corridors transit agencies,
including the designated recipients: Met Council and St. Cloud MTC.

FTA limits the application of these grants to capital purposes, but an exception i_s made.
for maintenance expenses that protect the system's assets. We will have' to apply ail uf ·
these funds to preventative maintenance.

Mike Schadauer
Mn/DOT Northstar Corridor Rail Project Manager

An equal opportunity employer
