Allow the transfer of densities on a ske in order to preserve site features that <br /> otherwise might not be preserved. <br /> <br /> 16. Encourage energy effident housing and business construction and operations. <br /> <br /> 17. Encourage urban design strategies that utilize the natural environment to save <br /> heating and cooling costs (solar energy), snow removal expenses (living snow fence) <br /> or storm sewer development (rainwater gardens, cisterns, rooftop gardens.) <br /> <br /> 18. Use the development process to obtain information about natural land features. <br /> <br />Community Facilities <br /> 1. Provide adequate public facilities to protect the health, safety and welfare of the <br /> C ornlTlunity. <br /> <br /> 2. Cooperate with regional agencies to achieve efficiencies in the provision of services <br /> that may cross jurisdictional boundaries. <br /> <br /> 3. Cooperate and facilitate the planning and development of school facilities to serve <br /> growth in the community and better integrate school facilities with neighborhoods. <br /> <br /> 4. Work with the School District to reuse facilities no longer needed for public <br /> education. <br /> <br /> 5. Support collaborative solutions for local facility needs. <br /> <br />Community Development <br /> 1. Prioritize the allocation of community resources towards inffll development, <br /> redevelopment of blighted or depressed areas, and revitalization of existing <br /> neighborhoods. <br /> <br /> 2. Promote the creation of a variety of new empl6yment opportunities that allow <br /> people to live and work in Elk River. <br /> <br />Community Image <br /> 1. Utilize the Mississippi River as an attraction and focal point for the downtown <br /> <br /> 2. Adhere to controls for the size and placement of signage and landscaping for <br /> commercial applications within the City limits. <br /> <br /> 3. Establish a common theme for design standards and other infrastructure <br /> improvements to strengthen the character of the Old Town area. <br /> <br /> <br />
