1 <br /> Creative Solutions for Land Planning and Design <br /> Hoisington Koegler Group Inc. inn <br /> November 26,2014 <br /> Mr.Michael Hecker <br /> Parks and Recreation Director <br /> City of Elk River <br /> 13065 Orono Parkway <br /> Elk River,MN 55330. <br /> Re: Design services-Rivers Edge Commons Expansion <br /> Dear Michael, <br /> HKGi has prepared the following proposal to assist the City of Elk River in developing <br /> design options for the expansion of Rivers Edge Commons Park in downtown Elk River. <br /> The project represent a unique opportunity to make a great park even better by providing for <br /> additional event capacity for visitors to enjoy the popular concert series, strengthening the <br /> image of the park edges, and enhancing the storm water functionality of the park. <br /> HKGi has a strong history of developing plans that are both creative in their approach while <br /> respecting the inherent qualities of a place. We are confident that our approach,combined <br /> with our previous design experience at Rivers Edge Commons will bring value to your <br /> project and will result in a creative solution that reinforces the role of the park as an <br /> important public space in downtown Elk River. <br /> Our approach involves developing(2)design alternatives that incorporate the general intent <br /> of the diagrams presented recently to the Park and Recreation Commission. The design <br /> alternatives will explore in more detail the re-use of the western edge of the park,including <br /> specific grading implications of the repurposing of the alley space and lower drive area. <br /> Differing paving,planting,and retaining wall options will be explored to ensure that the park <br /> expansion respects the initial design intent of the park. General storm water concepts and <br /> best management practices will also be incorporated into each design alternative.Access <br /> options from the lower park plaza to the river including conceptual dock concepts will be <br /> included in the over park expansion design alternatives. <br /> The following scope of services identifies the process we propose to complete this initial <br /> design phase of your project: <br /> Schematic Design and Design Development <br /> Task 1 Compile existing base data including previous CAD files and survey to <br /> review whether additional survey work needs to be coordinated. <br /> 123 North Third Street,Suite 100,Minneapolis,MN 55401-1659 <br />
