INTRODUCTION <br />The Parks and Recreation Master Plan is intended to guide the big picture <br />decision - making by City officials, staff, partners, and the public. The purpose of <br />Chapter 6, then, is threefold. First, the chapter presents priorities for the future. <br />These priorities are the big picture, visionary, new initiatives that the Recreation <br />and Parks Department will pursue, in collaboration with partners, to meet the <br />present and future needs and desires of the Elk River community. The second <br />part of the chapter is the Tool Kit. Each tool in the tool kit is intended to act as a <br />guide for evaluating the park system and helping with decision - making both on <br />a system -wide and on a case -by -case basis. <br />The tool kit includes: <br />• Park and Recreation Delivery Guidelines <br />• Level of Service Analysis <br />• Park Classifications and Standards <br />• Funding Resources <br />• Park Dedication Analysis <br />The third and final section of this chapter is a user guide that addresses the <br />process for capital improvements, measuring progress, and master plan updates. <br />57 City of Elk River- Parks and Recreation Master Plan Draft 11 .25.1 4 <br />
