5. Design for universal accessibility. <br />Strategies: <br />Meet Americans with Disabilities Act (ADA) requirements for <br />buildings and recreational facilities. <br />Consider adding a miracle field to the system. <br />Where feasible, provide accessibility that goes beyond ADA <br />requirements by providing facilities such as accessible beach and <br />boat access, accessible recreational trails, and programs for adaptive <br />recreation. <br />6. Increase access to indoor recreation. <br />Strategies: <br />Support the efforts of partners such as the school district, athletic <br />organizations, and others for a field house and /or domed artificial turf <br />fields. <br />• Partner with the school district to provide access to indoor gymnasium <br />space. <br />• Work with the Y to expand the partnership for indoor aquatics, fitness <br />classes, and recreational sports. <br />• Conduct a Comprehensive Recreation Facilities Study to evaluate <br />the Senior Activity Center, The Arena, and Lions Park Center to <br />determine if they should be renovated, replaced on their current site, or <br />consolidated into a centrally located facility. <br />► Lion John Weicht Park is a potential location for an ice arena. <br />► If the ice arena is to be relocated, consider the old ice arena site for a <br />new Community Center and Senior Center. <br />7. Improve outdoor athletic facilities. <br />Strategies: <br />• Make improvements to the Youth Athletic Complex, Oak Knoll, and <br />Dave Anderson Athletic Complex (see signature park concepts). <br />• Improve partnership with schools to provide access to athletic fields/ <br />facilities. <br />Provide a high quality destination baseball field. Options include: <br />► Improve Hale's Field near Oak Knoll Park (as a City projector in <br />partnership with the school district) <br />► Re- locate Hale's Field to the Youth Athletic Complex. <br />Support efforts of partners such as the school district, athletic <br />organizations, and others to consider the addition of artificial turf <br />field(s) for uses such as soccer, football, lacrosse, and rugby. <br />8. Meet current and future community -wide park needs by creating high <br />quality "Signature Parks" at Woodland Trails, Orono Park /Dave <br />Anderson Athletic Complex, the Youth Athletic Complex, and Lion John <br />Weicht Park. <br />37 City of Elk River- Parks and Recreation Master Plan Draft 11 .25.1 4 <br />
