► In the northern part of the city, retain land for parks in <br />neighborhoods. <br />► Provide parks as necessary in the Focused Area Study Area <br />(FAST) to support new development. <br />► Add a neighborhood park and /or improve trail connections to <br />Meadowvale Heights Park /Camp Cozy Park from the northwest <br />portion of the urban service area along with development. <br />2. Focus resources by eliminating duplicated and underutilized park <br />facilities with poor access. <br />Strategies: <br />Research park acquisition history, and where allowable, sell, vacate, or <br />partner with neighbors to remove the following parks from the park <br />system: <br />► Baldwin <br />► North Terrace <br />► Meadow <br />► Elk Hills Green Space <br />► Property south of Ridgewood (75- 432 -0101) <br />3. Respond to changing recreation trends. <br />Strategies: <br />• Meet changing recreation needs by adding key facilities such as a skate <br />park, splash pad, and pickleball courts. <br />• Complete needed improvements to specific parks Prioritize <br />improvements based on replacement needs and available funding. <br />• Provide permanent restroom facilities in all signature parks (Orono <br />Park /Dave Anderson Athletic Complex, Lion's John Weicht Park, <br />Woodland Trails Park, Youth Athletic Complex). <br />4. Continue to provide recreation opportunities that appeal across <br />generations. <br />Strategies: <br />• Provide safe, accessible walking, jogging, running, and biking loops <br />within parks and throughout the entire trail network. <br />• Continue to provide hiking access to high quality natural areas. <br />• Improve access to water - oriented recreation (beaches, docks, boat <br />launches, fishing opportunities, etc.). <br />• Incorporate fitness opportunities into parental observation areas <br />around playgrounds. <br />• Promote activities that can be done with friends and /or family. <br />• Explore opportunities to provide affordable golf within the City of Elk <br />River. <br />Draft 11.25.14 <br />Chapter 5: How We Get There 36 <br />
