March 10, 2004 -Applicant withdraws PUD and CUP applications and <br /> proceeds forward with current Rlc zoning. <br /> March 10, 2004 Park & Rec -The Commission was updated on the revised 111 lot plan. <br /> (update) -The Commission still asked for the 200-foot wide buffer <br /> (property line to property line) based on the number <br /> derived from the original 140 lot PUD. <br /> -The Commission is willing to work with applicant to <br /> purchase the 1.89 acres they desire or if needed, ask the <br /> Council to condemn the land. <br /> -The Commission also discussed City Code Section 30- <br /> 375 (3) which discussed appropriateness of the site for <br /> development. <br />March 23, 2004 Planning -Staff, in the afternoon prior to the meeting, worked with <br /> Commission applicant on a design that provided a parallel buffer that is <br /> Meeting, 147-feet wide (10% land dedication). Both staff and <br /> Public applicant fek the design was a fair compromise as it did <br /> Hearing provide 200-feet of buffer from trail edge to the back of <br /> lots. <br /> -Staff presented the 111 lot plat that is in compliance with <br /> the current Rlc district. <br /> -The Commissions consensus was the site was not suitable <br /> for the level of development and a more creative Rlc layout <br /> can be achieved with less impact on the environment. <br /> -The Rlc plat request was recommended for denial based <br /> on the fact that the physical characteristics of the site are <br /> not suitable for the type and density of development and k <br /> will cause substantial environmental damage with the loss <br /> of trees. <br />April 14, 2004 Park & Rec -Asked to reaffirm their recommendation. <br /> (update) -Commission still believes the site is not appropriate for a <br /> development of this nature. <br /> -Discussion centered on playground location and that it <br /> would be best in the clearing of Lot-4, Block-4 & Oudot G. <br /> (this appears to be physically not possible) <br /> -To compensate lost lots, allow lots (out of buffer) at north <br /> end of proposed park. <br /> -They realize the buffer would be now less than the 147- <br /> feet but suggested a 20' conservation easement over the <br /> rear setback of the lots adjacent to the buffer. <br /> -Suggested muldple other considerations <br />April 19, 2004 City -The applicant is bringing forward the original submitted <br /> Council Rlc layout that was presented to Planning Commission on <br /> Meeting March 23, 2004. <br /> -Again the plat has 5.35 acres of park land (which excee& <br /> the park dedication by .25 acres) varies in width from 85- <br /> feet to 290-feet. <br /> -Once the applicant gets clear direction from the Council, <br /> I he will work with staff to design a parallel buffer that meets <br /> ~ark dedication. <br /> <br /> <br />
