o <br /> <br /> Patrick Cairns stated that Phase I has little benefit to Benton County and the city of St. <br /> Cloud, why then is Benton County expected to pay 7% of the costs. He asked if the NCDA <br /> will would continue its support of the Project after the first Phase has been complete? Paul <br /> McCarron noted that at its last meeting the NCDA passed a resolution that stated that the <br /> whole membership would support al__]_l phases <br /> through completion. Mark Stenglein made a of the Northstar Project from beginning <br /> motion that the resolution be amended by <br /> adding another resolve resolving that the NCDA reaffirms its commitment to the entire <br /> Northstar Corridor Project, including its financial commitment to eventually include <br /> service to the greater St. Cloud area. Dennis Berg seconded the motion that the resolution <br /> be passed as amended, the motion carried unanimously on a voice vote. <br /> <br /> Dan Lieser suggested that each individual jurisdiction along the Corridor needs to pass a <br /> resolution in support of funding the Northstar Project. Chair Grandy noted that such a <br /> resolution should go before each NCDA member county board for approval. <br /> <br /> Dan Lieser suggested that someone put the pressure on Stearns County to become a <br /> funding partner to the Northstar Project. Paul McCarron noted that from the very <br /> beginning of this Project this Board has been in contact with Stearns County. <br /> <br />Jean Keely noted that the reason the City of Blaine became a member of the NCDA is <br />because of the possibility of a Foley station location. She asked if there is a possibility that <br />the Foley station may be added back in. Chair Grandy noted that feasibility studies done in <br />the future may say that the Foley and City of Ramsey station sites should be developed. <br /> <br />Legislative Update: <br />a) State: Bill Schreiber noted that it is a good feeling to be part of a team working with a <br /> Governor's Administration that supports the Project. Bill noted that Dean Johnson is <br /> now in majority leaders office. First hearing was held yesterday on the Northstar <br /> Project. <br /> <br />o <br /> <br />o <br /> <br />b) <br /> <br />Chair Grandy, noted that the All Board Committee is working with the Elk River All <br />Aboard Committee to attempt to get at least 100 people at their Rally which is going to <br />be the same day as the Transportation Alliance Rally - February 26 at the Capitol. <br /> <br />Federal: Lona Schreiber noted that the Northstar Project is included in the draft of the <br />federal bonding bill. <br /> <br />Resolution of Continuing Support passed by City of St. Cloud: John Ellenbecker noted that <br />a resolution had been passed by the City of St. Cloud whereby St. Cloud pledged its <br />continuing support for the Project. <br /> <br />Next Meeting: After discussion, Chair Grandy announced that there would be no NCDA <br />meeting the month on February 5, 2004 but that the next NCDA meeting would be set for <br />March 4, 2004, <br /> <br />Jeanne Mason made a motion that the meeting be adjourned.
