NORTHSTAR CORRIDOR DEVELOPMENT AUTHORITY <br /> Annual Meeting Minutes <br /> January 22, 2004 <br /> <br />The Northstar Corridor Development Authority met on January 22, 2004, in special session at <br />the Sherburne County Government Center, Elk River, Minnesota. <br />Attendees included: Duane Grandy, Tim Yantos, Scott Harlicker, Woody Bissett, Ewald <br />Petersen, Terry Nagorski, John Weaver, Pat Cairns, Art Daniels, Kaye Becktold, Dan Lieser, <br /> David Elvig, Paul McCarron, Steve Billings, Dennis Berg, Arne Engstrom, Ken Paulson, <br /> Bruce Nawrocki, Tom Garnet, Jeanne Mason, Dan Erhart, Mark Stenglein, Mary Richardson, <br /> John Himle, Lona Schreiber, Mark Stenglein, Rhonda Sivarajah, Patrick Wussow, Jim Barton, <br /> Dean Michalko, Jeanne Mason, Jean Keely, Robert Kirchner, Brian Bensen, Jay McLinden, <br /> Jeff Dehler, Bill Schreiber, Peg Aho <br /> <br /> 1. Minutes of the December 18, 2003 and January 8, 2004 Meetings: Ewald Petersen made a <br /> motion that the minutes of the December 18, 2003 and January 8, 2004 meetings be <br /> approved as submitted. The motion was seconded by Pat Cairns and passed unanimously <br /> on a voice vote. <br /> <br /> 2. To Consider Governor's Bonding Proposal and Allocation of Capital and Operating Costs: <br /> Paul McCarron presented a draft resolution for consideration by the NCDA. Mr. McCarron <br /> stated three positive things with regards to the Project: 1) Norm Coleman issued a <br /> statement saying that he is on our side; 2) Congressman Mark Kennedy is making a public <br /> statement in favor of the Project; and 3) there are 16 daily newspapers in Minnesota out of <br /> 15 that back the Project. <br /> Paul McCarron noted that Resolution 2004-02 is designed to show that NCDA members <br /> support the negotiations that took place in January at the Governor's office. The resolution <br /> states that the members support the commitment of $37,500,000 in the next biennium for <br /> the Project and strongly recommends that the Northstar Capital Funding partners adopt <br /> resolutions committing their proportional share of the $37,500,000 with the understanding <br /> that' 1)The total local share will not exceed one-third of the non-federal share of funding; <br /> 2) that the NCDA will seek new funding partners to share in the costs of the Hiawatha LRT <br /> Corridor connection and other project elements; and 3) that the NCDA will be the <br /> delegated construction authority and have the right to participate in the operations of <br /> Northstar. The Resolution further notes that the NCDA directs staff to work with Governor <br /> Pawlenty's administration to develop alternatives for local governments to use in funding <br /> operating costs. <br /> Dan Lieser asked if project costs are broken out. Tim Yantos reviewed the preliminary <br /> capital cost estimates based on the Governor's proposal: 63.5% of the costs would be <br /> covered by Anoka County, 15% by Sherburne County; 14.5% by I-Iennepin County and <br /> 7.0% by Benton County. Chair Grandy asked when these costs would need to be paid. Mr. <br /> Yantos noted over the next 30 years. <br /> Mark Stenglein made a motion that the Resolution as presented be adopted by the NCDA. <br /> The motion was seconded by Arne Engstrom.
