City Council Minutes Page I 1 <br />October 6, 2014 <br />Roundabouts <br />Mayor Dietz stated local businesses have expressed concerns and the city shouldn't <br />wait to talk about the establishment of a roundabout at the intersection of Twin <br />Lakes Road and 17151 Avenue. <br />Mayor Dietz directed staff to bring back to Council, within the next 30 days, some <br />cost estimates of a roundabout versus a standard intersection. He also stated he'd <br />like to see how big a roundabout has to be to accommodate semi traffic. <br />Councilmember Motin noted the EDA has given staff direction in this same area. <br />Council recessed at 8:53 p.m. <br />Council reconvened at 8:55 p.m. <br />10.1 Energy City Commissioner Interview <br />Council interviewed Ms. TeriAnn Flatland. <br />Moved by Councilmember Westgaard and seconded by Councilmember <br />Burandt to appoint TeriAnn Flatland to the Energy City Commission as the <br />school representative with a term to expire February 28, 2017. Motion carried <br />5 -0. <br />10.2 !Update: Sale and Improvement of Lot I, Block I, Northstar Business <br />Park <br />Mr. Barnhart presented the staff report. He stated he'd like flexibility in allowing PSB <br />to make improvements to the lot prior to it legally being sold from the city to PSB. <br />He noted an escrow would be set up in order to be able to return the property to its <br />original condition if the sale falls through. He further stated he would like to know if <br />the Council is okay with selling this parcel to PSB. He stated he'd like this flexibility, <br />prior to formal approval, in order to work with PSB on getting the parking lot <br />project done before winter_ He stated PSB has long -term plans of building on <br />another parcel owned by the city adjacent to the parking lot site. <br />Councilmember Westgaard expressed concerns with selling parcel A as a parking lot <br />and still meeting EDA goals for the site. He further stated that in the past the <br />Council has not had an interest in selling property for a parking lot. <br />Mr. Barnhart compared the differences with a past request for a parking lot. <br />Consensus of the Council was to give staff authorization to keep moving forward on <br />this project as requested above. <br />'NATURE] <br />
