City Council Minutes Page 3 <br /> October 6,2014 <br /> Moved by Councilmember Wilson and seconded by Councilmember <br /> Westgaard to proclaim October 20-25, 2014 as Manufacturer's Week. Motion <br /> carried 5-0. <br /> 6.5 Proclamation: National Community Planning Month <br /> Mr. Barnhart explained the purpose and need for planning. <br /> Mayor Dietz read the proclamation. <br /> Moved by Councilmember Motin and seconded by Councilmember Burandt <br /> to proclaim October as National Community Planning Month. Motion carried <br /> 5-0. <br /> 7.1 Preliminary Plat: Roger Derrick/Washington Street Investors, LLC for <br /> West Oaks Fifth and Sixth Additions <br /> Mr. Leeseberg presented the staff report. <br /> Moved by Councilmember Westgaard and seconded by Councilmember <br /> Wilson to continue this item and its public hearing to October 20, 2014. <br /> Motion carried 5-0. <br /> Councilmember Motin questioned if Council would be able to continue the deadline <br /> further after the October 20`h review in case there is an item in the project they <br /> would like changed. <br /> Attorney Beck stated staff could ask the applicant for a 30-day extension. <br /> 8.1 Donation Agreement for Houlton Farm <br /> Mr. Hecker presented the staff report. He also introduced Bob McGillivray with The <br /> Trust for Public Land. <br /> Mayor Dietz questioned how the DNR feels about the hunting rules for this parcel <br /> and when the park would be able to open to the public. <br /> Mr. Hecker stated the park would open in late 2016 for hiking and then six months <br /> later open for hunting. <br /> Mr. McGillivray stated the DNR indicated to him they would be amendable to the <br /> two rules Council would like to see as part of a hunting plan for this parcel: <br /> 1. a 500' no firearm discharge setback from the property line <br /> 2. no single projectile rule (no rifles or handguns) <br /> POW € R10 AY <br /> NATUREI <br />
