City Council Minutes Page 11
October 6,2014
Roundabouts
Mayor Dietz stated local businesses have expressed concerns and the city shouldn't
wait to talk about the establishment of a roundabout at the intersection of Twin
Lakes Road and 171"Avenue.
Mayor Dietz directed staff to bring back to Council, within the next 30 days, some
cost estimates of a roundabout versus a standard intersection. He also stated he'd
Eke to see how big a roundabout has to be to accommodate semi traffic.
Councilmember Motin noted the EDA has given staff direction in this same area.
Council recessed at 8:53 p.m.
Council reconvened at 8:55 p.m.
10.1 Energy City Commissioner Interview
Council interviewed Ms. TeriAnn Flatland.
Moved by Councilmember Westgaard and seconded by Councilmember
Burandt to appoint TeriAnn Flatland to the Energy City Commission as the
school representative with a term to expire February 28, 2017. Motion carried
5-0.
10.2 Update: Sale and Improvement of Lot I, Block I, Northstar Business
Park
Mr. Barnhart presented the staff report. He stated he'd like flexibility in allowing PSB
to make improvements to the lot prior to it legally being sold from the city to PSB.
He noted an escrow would be set up in order to be able to return the property to its
original condition if the sale falls through. He further stated he would like to know if
the Council is okay with selling this parcel to PSB. He stated he'd like this flexibility,
prior to formal approval,in order to work with PSB on getting the parking lot
project done before winter. He stated PSB has long-term plans of building on
another parcel owned by the city adjacent to the parking lot site.
Councilmember Westgaard expressed concerns with selling parcel A as a parking lot
and still meeting EDA goals for the site. He further stated that in the past the
Council has not had an interest in selling property for a parking lot.
Mr. Barnhart compared the differences with a past request for a parking lot.
Consensus of the Council was to give staff authorization to keep moving forward on
this project as requested above.
P O W E R E D 0 Y
1`4 f U
