Athletic Field Improvements $95,000 <br /> Staff and the Commission recommended making improvements to the fencing at the Dave <br /> Anderson Athletic Complex and backstops at the YAC (Youth Athletic Complex). Staff will <br /> meet with the Youth Baseball and Softball organizations to work on a priority for athletic field <br /> improvements. New backstops for YAC have been discussed by the Youth Baseball Board. <br /> Windsor Park Improvements $10,000 <br /> The large boulder that was installed at the new Orono Park Playground in 2013 was moved from <br /> its original location at Windsor Park. A new playground piece will be installed at Windsor to <br /> replace the boulder. <br /> Skate Park Design $35,000 <br /> A skate park has been a discussion item with staff and the Commission for the past year. The <br /> master plan signature park concept has a skate park to be located in park between the boat dock <br /> and HWY 10. This project will hire consultants to provide design,public facilitation and <br /> engineering services for a new skate park. <br /> Hillside Park Improvements $19,000 <br /> There has been multiple requests for water to be installed for the park users and during bike race <br /> events. This is part of a long term master plan to improve the park for its users. <br /> Park Forest Management Plan $6,000 <br /> The City of Elk River would like to have a forest management plan prepared for two to three <br /> parks areas within the City. This plan should follow the same guidelines as those used for the <br /> MN DNR Forest Stewardship program, including the requirement for preparation by Minnesota <br /> Association of Consulting Foresters (MACF). Basically,the plan will provide an outline to <br /> maintain the sustainability of the forest. <br /> Houlton Restoration Management Plan $5,000 <br /> The Friends of the Mississippi River(FMR)has received$160,000 in funds to develop a <br /> restoration management plan for the Houlton farm property. This amount will be a local <br /> contribution to the FMR for their efforts. A restoration plan developed by a committee of staff <br /> and volunteers will need to be approved by City Council. <br /> Houlton Improvements $10,000 <br /> This funding will be used to purchase a gate, signage and other items that will be needed when <br /> the City takes ownership of the Houlton farm property. <br /> Bailey Point Restoration Management Plan $5,000 <br /> The Friends of the Mississippi River(FMR) agreed to also develop a restoration management <br /> plan for the Bailey Point Nature Preserve while they are working on the Houlton farm property. <br /> This amount will be a local contribution to the FMR for their efforts. <br /> Buckthorn Removal <br /> The Parks and Recreation Commission recommended the amount of$25,000 be used in the Park <br /> Improvement Fund toward the removal of buckthorn in the parks. After further review by staff,it <br /> was decided that this project should be moved toward the parks operating budget instead of the <br /> Park Improvement Fund.
