EILMemorandum
River
To: Mayor and City Council
From: Michael Hecker,Parks and Recreation Director
Date: October 15, 2014
Subject: 2015-2019 Park Improvement Fund CIP
PIF projects for 2015
All of these projects were discussed and reviewed at a parks and recreation work session on
September 30. They were again discussed and recommended by the Parks and Recreation
Commission at their regular meeting on October 8.
Playground Safety $6,$00
The funds are used to replenish the engineered playground chips at each playground throughout
the park system annually to meet the fall requirements set by the National Playground Safety
Institute.
Trail Repairs and Connections $100,000
The funds will be used to repair, replace, and add connections that are discussed with Parks
Commission. Some of the trails that are in need of replacement are Orono Parkway,Joplin,
Heritage Landing, Country Crossings etc. One new connection will be from Denver Street to the
Library. Repairs will be made needed on an annual basis for the safety of the park users.
Orono Park Improvemoents $20,000
The plan is to use the funds to purchase additional picnic tables, add more automatic drip line for
newly planted donated trees, and install a new piece of playground equipment.
Park Property Lines $6,000
Some of the Parks are in need of park boundary markers, either because there were never
any installed or because over the years the boundary signs have been removed by
residents, vandalism, or for whatever reasons. It will be beneficial for staff to know
exactly where the boundaries are in the park system both for maintenance and code
enforcement.
Upgrade irrigation to smart systems $6,300
Funds will be used to replace the old irrigation controllers with smart controllers that will allow
for better efficiencies. The new controllers allow staff to access the controllers via computer,
tablets, or smart phones to adjust the systems, shut the system down after hours in case of an
water break or if the system turns on during a game without having to call a staff person to come
in,check and track water usage for budgeting purposes,DNR permits, etc.
C:\Users\tsimon\AppData\I,oca]\Microsoft\Windows\Temporary Intemet Piles\Content.IF.5\2KTRNI28G\memo.dorx INATUREI
