Memo to Mayor and City Council/SP 04-02 <br />April 5, 2004 <br />Page 3 <br /> <br />There is a portion of the entry drive in the northeast corner of the ske that does not meet <br />the setback requirement of 20 feet. <br /> <br />Parking <br /> <br />Offices must meet a parking ratio of one space for every 300 square feet of floor area; <br />however, the Justice Center has a large amount of square footage is dedicated to jail space <br />which would not generate parking spaces other than those for the maximum number of staff <br />on duty at any given time. The Development Regulations do not identify a parking ratio for <br />jail cells. <br /> <br />Per the architect's calculation, the administration building square footage is 151,037 square <br />feet, which generates a need of 503 parking spaces. There are a total of 400 jail cells (this <br />includes dormitory spaces), of which 360 can be double-bunked. The total number of <br />parking spaces after expansion will be 566 regular spaces and 17 handicapped spaces. <br /> <br />Landscaping <br /> <br />The City's ordinance requires one tree for every 40 linear feet of site perimeter. For the <br />Justice Center site, 103 trees would be required; 52 overstory, 26 ornamental, and 25 <br />evergreen. A detailed landscape plan was not submitted, however, on a site inspection, the <br />following trees were observed: 67 overstory, 24 ornamental, and 16 evergreen. <br /> <br />In addition to the above number of trees, the ordinance requires that screening at 80% <br />opacity be provided for adjacent residential uses and zones. The County has installed a six <br />foot high black vinyl-dad chain link fence with slats along the east property line. In <br />addition, there are evergreen trees planted in the adjacent properties along the entire length <br />of the fence. <br /> <br />Grading and Drainage <br /> <br />As part of the expansion plans, the existing detention pond located in the southwest corner <br />of the site will be modified and expanded to contain the additional storm water generated <br />from the additional impervious surface. The comments in the March 17, 2004 City <br />Engineer's memo have been submitted to the applicant and revisions have been made to the <br />plan. The City Engineer verbally indicated that the revisions to the plan meet the City's <br />requirements, that there are no further issues to address regarding the drainage and grading <br />plan. <br /> <br />Building Materials <br /> <br />The building materials and design is consistent with the existing facility and this complies <br />with the Business Park building design standards. <br /> <br />A detailed lighting plan should be submitted for staff review. <br /> <br />S:\PLANNING\Case Files\2004\SP 04-02 Sherbum Co Justice Ctr\4-5 CC memo.doc <br /> <br /> <br />
