Elk Elk River comprehensive Plan <br /> R1VeY <br /> Public signage is an important element of image <br /> as well. Directional and informational signage can <br /> reflect community image and heritage. These public <br /> improvements should be part of a broader plan for <br /> corridor enhancements. If corridors attempt to draw <br /> people into Elk River, signage must support this <br /> r objective. Signage suggests that there are points <br /> ' of interest not immediately visible from the edge or <br /> gateway. Effective signage and consistent signage <br /> helps visitors navigate around the community. <br /> Design Guidelines <br /> e With the completion of the Mississippi Connections <br /> Plan, further analysis of design guidelines for the <br /> downtown area is key to successful implementation of <br /> the Plan. Design guidelines help to preserve historic <br /> character and to promote a cohesive appearance. <br /> Design guidelines should also be considered as part <br /> -7 of area development and redevelopment efforts <br /> throughout the community. <br /> Downtown <br /> One key facet of the Downtown land use and the <br /> implementation of the Mississippi Connections Plan is <br /> to build on the historical character of Elk River. The <br /> strategies for using the Downtown area to enhance <br /> the image of Elk River include: <br /> Focus on other redevelopment opportunities in this <br /> area; <br /> Continued enhancement of community orientation <br /> and public access to the River; <br /> Use community facilities to make this area a focal <br /> point of community life; <br /> Use consistent streetscape and signage to create a <br /> common identity; <br /> Maintain the area as a strong and distinct <br /> residential neighborhood; and <br /> Maintain the historic character of downtown. <br /> Maintaining a balance between existing structures and <br /> t ' redevelopment will be critical to ensure the character <br /> of the downtown is sustained. <br /> Chapter 13: Community Image / 133 <br />
