5. Discuss 2003 HPC Budget <br /> The Commission decided that their priorities for funding in 2003 will be gathering <br /> oral histories (prior to losing any more people with knowledge of Elk River's <br /> past) and continuing the inventory of Elk River's historic places in the area of <br /> Orono (Upper Town). <br /> COMMISSIONER DWYER MOVED TO REQUEST THE FOLLOWING <br /> FUNDS IN 2003: <br /> Postage ,,, $500 <br /> Travel Conferences & Schools $3,000 <br /> Publishing $500 <br /> Dues & Subscriptions (Oxcart Membership in SCHS) $500 <br /> Inventory of Properties in Greater Elk River (Phase Ones) $5,000 <br /> Consultant to Conduct Oral History Interviews $5,000 <br /> Total $14,500 <br /> COMMSSIONER OLSON SECONDED THE MOTION. THE MOTION <br /> CARRIED 5-0. <br /> 6. Discuss Water Tower at Jackson and 4th <br /> Commissioners Dwyer and Kragness informed the group about their meeting with <br /> • the Elk River Municipal Utilities Commission, where they stressed the economic <br /> potential of the tower for antenna use and that it was a landmark worthy of <br /> designation in a local historic district. They also question if painting the tower <br /> could wait until things could be decided. Commissioners Dwyer and Kragness <br /> are scheduled to meet with Bryan Adams on this subject. <br /> 7. Discuss City Comprehensive Plan Process <br /> Commissioner Kragness (the HPC's representative on the Comprehensive Plan <br /> Committee) briefly discussed what had happened in this process so far. <br /> Commissioner Nord was volunteered by the rest of the group to be the HPC's <br /> alternate on this Committee. <br /> 8. Other Business <br /> Commissioner Olson questioned if the preservation of open space (traditional <br /> vistas) was the charge of the HPC. It was felt by the rest of the Commission that <br /> open space was not their charge, unless it involved a significant historic, cultural <br /> or archaeological site. •. <br /> Commissioner Kragness discussed a conference in September regarding heritage <br /> preservation. It was decided that all of the Commissioners should try to attend <br /> • this conference. <br />
