13. Applicant is responsible for barricading alley and parking lot. Emergency personnel access <br /> must remain open at all times, therefore,nothing shall be stored or set-up in the alley. <br /> Background/Discussion <br /> Katie Shatusky has applied for a special event permit for the Thumbs Up High 5K walk/run on Saturday, <br /> October 4, 2014. The run begins at 10:00 a.m. A post-race festival will take place in the Rivers Edge <br /> Commons Park and city-owned lower level parking lot from 11:30 a.m. until 3:00 p.m. including a <br /> motivational speaker,live music, face painting,bounce house, and other family friendly activities. The <br /> purpose of the event is to raise mental health and suicide awareness. <br /> A majority of the Thumbs Up High 5K events will take place in the park.
