STREETS <br /> Street Improvements will begin at Yale Court and extend south approximately 3,200-feet south to the <br /> future TH 169 intersection.Figure 2 in Appendix A identifies the proposed layout. Roadway width is <br /> proposed to be 38-feet face of curb to face of curb. The improvements also include a 6-foot wide concrete <br /> walk,B618 concrete curb and gutter,bituminous surfacing and roadway connections at 170'Avenue <br /> Northwest and 167'Avenue Northwest.The typical section can be found in Appendix A. <br /> PERMITS <br /> Permits will be required from the following agencies: <br /> • Minnesota Department of Health(Watermain) <br /> • Minnesota Department of Transportation(Drainage and Work Within the Right-of-Way) <br /> • Minnesota Pollution Control Agency(Phase II General Stormwater Permit for Construction <br /> Activities) <br /> • Minnesota Pollution Control Agency(Sanitary Sewer) <br /> RIGHT-OF-WAY IMPACTS <br /> Figure 3 in Appendix A identifies right-of-way impacts. In total,252,277 square feet(5.79 acres)of <br /> property are required to be secured as City right-of-way. The two(2)largest purchases are the lots owned <br /> by Elk River Ford,Inc. (Vacant and 1.45 acres) and the property owned by the Specht,Doris,Edwin and <br /> Erwin Trust(Vacant and 2.12 acres).An additional 52,691 square feet(1.21 acres)are needed for <br /> temporary grading. <br /> In addition to the above,the Minnesota Department of Transportation(MnDOT)will have to approve <br /> turning over MnDOT right-of-way along the west side of TH 169 from the north side of 167'Avenue <br /> Northwest to 670-feet north. The width required is 66-feet. Total area is 44,240 square feet(1.02 acres). <br /> ESTIMATED COSTS <br /> Proposed construction costs for the Yale Street- Street and Utility Improvements include: <br /> • Bituminous Street <br /> • Concrete Curb and Gutter <br /> • Concrete Sidewalk <br /> • Sanitary Sewer <br /> • Watermain <br /> • Storm Sewer and Ponding <br /> • Turf Restoration <br /> • Striping and Signage <br /> Appendix B identifies a preliminary cost estimate that includes estimated quantities and unit prices. The <br /> cost estimate includes a contingency factor of 10%to account for any elements of construction that are <br /> unknown at this time.They also include indirect projects costs of construction such as engineering,legal <br /> fees, administrative costs,and bond interest which together are estimated at 15%of the project <br /> construction cost.The total project cost is estimated at$2,320,347 and is based on current public <br /> construction cost information. <br /> City of Elk River STREETS <br /> Yale Street/Street and Utility Improvements Page 5 <br />
