We hope to have the lease approved by the City <br /> Council on July 19, 1999. <br /> 4. Community Recreation <br /> On June 28, 1999, Charlie Blesener presented information to the City Council regarding <br /> Community Education providing recreation services as they did in the late 80's, early <br /> 90's (see attached information). No decision was made by the City Council. The next <br /> Community Recreation Board meeting is July 19, 1999, and an update may be shared <br /> with the City Council at that evening's meeting. <br /> 5. Trail Standards <br /> On Tuesday, July 6, 1999 Terry Maurer, Phil Hals, Stephen Wensmen, and Dave <br /> Anderson met to discuss trail standards. The following items are proposed to be <br /> implemented: <br /> • Establish preconstruction meetings with developers and contractors to set <br /> performance expectations in regards to surface voids and smoothness. <br /> • Revise standard specification with an additional cross section shoing curb cut, <br /> change in mix with smaller rock, smoothness tolerance of 1/8" per 10' of trail, and <br /> • minimum standards for finish grading. <br /> Terry Maurer will develop cost estimates for trail construction based on the new <br /> standard. At a future meeting, the Park and Recreation Commission should discuss the <br /> trail reimbursement/credit policy. <br /> 6. Park Dedication Ordinance <br /> Based on the June meeting discussion, changes have been made to the working draft <br /> of the park dedication ordinance. The City Attorney is now reviewing the draft, and we <br /> will schedule adoption of the ordinance as soon as his comments are received. The <br /> Commission will receive an adoption schedule as one is made available. <br /> On a related note, we have received a copy of the Park Dedication Fee Study <br /> information from Dahlgren, Shardlow, and Uban (letter attached). It appears that St. <br /> Cloud cancelled the study. We will review the information received and organize it into <br /> a format that the Commission can easily review. We propose to review park dedication <br /> fees in October in order for them to become effective prior to January 1, 2000. <br /> 6. Letter from Aaron Veek <br /> • We received the attached letter from Aaron Veek and have responded by sending him <br /> a copy of the Master Park Plan and the concept plan for the park in question. <br />
