Information Memo-July 14, 1999 <br /> Park and Recreation Commission <br /> Page 2 <br /> 3. Administrative Subdivisions <br /> AS 99-2, Waletzko <br /> This Adminstrative Subdivision is located at the intersection of 197th Avenue and <br /> Ulysses Street. The property owner is proposing to create a second buildable lot from <br /> his property. <br /> AS 99-3 &AS 99-4, Foster <br /> This Administrative Subdivision is located near 223rd Avenue and Meadowvale Road <br /> (west of Meadowvale Road to the city limits). The applicant proposes to create two <br /> buildable lots in additon to a third for an existing dwelling. A portion of the subject <br /> property is actually in Big Lake Township, so it is unknown if the request will be <br /> approved as proposed. <br /> As proposed, $3900 in park fees will be collected from these two requests ($1100 park, <br /> $200 trail for each lot (3) created). The subject parcels are not located near existing <br /> park or trail facilities. <br /> B. Park/Trail Developments <br /> 1. Lions Park Shelter <br /> The Lions Park Shelter has become an "attractive nuisance" in that it provides an <br /> opportunity for kids to climb the roof and provides a "smokers hangout. Staff has <br /> brainstormed a number of possible solutions short of reconstructing the entire structure. <br /> Items that are proposed to be implemented include planting of prickly shrubs around <br /> the structure, installation of a fence, and installation of motion detector lights. <br /> 2. County Road 12 Realignment <br /> At the last meeting, the Commission requested that staff provide an update on the <br /> County Road 12 road and trail construction plans. According to the City Engineer, the <br /> road will consist of an urban road section with (4) lanes and a detached 10 foot trail on <br /> the north side to the east limits of the Trott Brook Farms plat (see attached section <br /> drawings). The remainder of the road improvements will consist of a rural road section <br /> with (2) 12 foot lanes and 8 foot paved shoulders to the city limits. As part of the Trott <br /> Brook Farms plat, the additional County Road 12 right-of-way needed for the urban <br /> section and trail was acquired. When the properties east of Trott Brook Farms develop, <br /> additional right-of-way will be acquired to complete the urban section road and trail <br /> construction to the city limits. <br /> 3. BMX Facility <br /> Since the June meeting, staff has prepared the lease agreement for the BMX facility. <br /> The lease agreement has been reviewed by staff from Fire, Streets, and Parks.
