Introduction <br /> This policy manual contains personnel policies and procedures for City of Elk River <br /> employees. <br /> The city strives to provide an efficient system of personnel administration for its <br /> employees. This policy manual serves as a guide for administrative actions concerning <br /> city personnel matters and is provided for informational purposes only. It is not a contract <br /> between the city and any of its employees. Although we have attempted to cover matters <br /> that generally apply to employees, this policy manual does not cover every situation that <br /> may arise. <br /> Other than any applicable collective bargaining agreement, this policy manual replaces and <br /> supersedes any and all prior manuals, memos and any other written or oral statements of <br /> employment policies and procedures. <br /> Except as provided by statute or applicable collective bargaining agreement, employment <br /> of all city employees is at-will. This means that the employee has the right to terminate his <br /> or her employment at any time, with or without cause or notice, and that the city has that <br /> same right. <br /> No representative of the city has the authority to alter the at-will nature of an employee's <br /> employment except the City Council by approval of a written contract of employment <br /> executed by the city. No employee has a protectable property interest in his or her <br /> employment with the city. <br /> The policies in this manual shall apply to all city employees unless specifically exempted <br /> by the City Council. Consultants rendering professional services on a fee basis are not <br /> considered city employees. <br /> The city may add to, modify or revise portions of this manual as the city deems <br /> appropriate, with or without prior notice. <br /> This manual may be superseded to the extent that it is inconsistent with state or federal <br /> statute, a collective bargaining agreement entered between the city and its employees, or a <br /> written contract of employment signed by the city. <br /> 1 <br />
