Memo to Park and Recreation Commission/GP 99-7,CU 99-23 <br /> June 9, 1999 <br /> Page 3 <br /> 111 • Would this location, even with a sign and gate, be confusing or enticing for <br /> a park user to enter the Country Club property (the gate would be open <br /> during golf hours). <br /> Staff presented several options to the Country Club that would keep the <br /> maintenance building in roughly the same area as it is now and eliminate the <br /> many issues being discussed. After meeting with the Country Club <br /> representatives, a third location for the maintenance building was identified, <br /> which is to the south of the main parking lot near County Road 1. Staff <br /> believes an alternate location for the maintenance building can be found that <br /> has less impact on the Woodland Trails Park and still serve the long term <br /> needs of the Country Club. Staff is in support of a land exchange of land near <br /> the entrance Woodland Trails Park for land near the City Trail and in <br /> support of an easement exchange to legitimize the golf course use of city land <br /> and park use of golf course land. <br /> Master Park and Recreation Plan <br /> The two issues highlighted by the Master Plan that should be considered <br /> with this proposal include the potential East/West Collector Roadway and the <br /> sensitivity of the proposal to the natural amenities of the park. <br /> • The East/West Collector would fall entirely on City Park property and would <br /> impact the park whether or not the land and easement exchanges occur. <br /> The proposed service road to the proposed Country Club maintenance <br /> building would be located in a prominent position along the entrance road <br /> and disturb a large hillside that provides a natural buffer and blocks views to <br /> and from the golf course. <br /> The location of the service road would conflict with the ski club and high <br /> school cross country team's use of the park. <br /> The proposed easement exchange would not likely impact the park since the <br /> city retains ownership and control of the area for screening. The easement <br /> document should be written to limit use to the driving range and mowing. <br /> Any regrading of the area should be allowed with permission of the City after <br /> review by the Park and Recreation Commission. <br /> Recommendation <br /> • <br /> \\elkriver\sys\shrdoc\planning\stevewen\parkmmo\erccprop.doc <br />
