Memo to Park and Recreation Commission/GP 99-7,CU 99-23 <br /> June 9, 1999 <br /> Page 2 <br /> • will allow for greater access into the Top of the World Park from the City <br /> Trail. <br /> The Elk River Country Club also proposes an exchange a 2.83 acre easement <br /> over park property for use by the Country Club in exchange for an easement <br /> over 8 acres of golf course property for park purposes. The easement over the <br /> park will contain a portion of the existing driving and some additional land <br /> surrounding the range. The easement over the Country Club property will <br /> contain wooded land with trails now used for park purposes. When the city <br /> began developing Woodland Trails Park, the golf course had been utilizing a <br /> portion of the park land for a driving range. This use of park property was <br /> allowed to continue as it had little effect on the park use and the golf course <br /> has been a cooperative neighbor by allowing the use of golf course land for <br /> park use (ski trails, etc.). The easement exchange will legitimize the existing <br /> uses of the park and golf course on both properties. <br /> Country Club Master Plan <br /> The land and easement exchange are being requested to accommodate the <br /> Country Club master plan. This plan includes the construction of a <br /> maintenance building on land east of the driving range with a service drive to <br /> • the Park entrance drive (on park property) and to construct a larger driving <br /> range tee and several practice tees and greens. The proposed location of the <br /> maintenance building was chosen because of its somewhat hidden location, <br /> better proximity and access to the golf course for mowing and maintenance <br /> and greater separation from golfers and high use areas. <br /> Issues <br /> Several issues have been raised in response to this proposal including: <br /> • Is it appropriate to allow service vehicles and golf course employees use of <br /> the park entrance drive? <br /> • Who would be responsible for the maintenance of the park entrance drive? <br /> • Who would be responsible for security of the service road and <br /> maintenance building if it connects to the park entrance road? <br /> • Can the entrance drive support the type of delivery vehicles that service <br /> the Country Club? <br /> • Would the increased traffic endanger the pedestrians and bicyclists using <br /> the entrance drive or disrupt enjoyment of the park? <br /> • Would the beauty of the park be compromised by having a service road cut <br /> into the hillside located directly in view when entering the park? <br /> • <br /> \\el kriver\sys\shrdoc\planning\stevewen\parkmmo\erccprop.doc <br />
