Heritage Preservation Commission Meeting <br /> Elk River City Hall <br /> March 20,2014 <br /> Motion by Commissioner Lindberg and seconded by Commissioner Rohlf to <br /> elect Debra Mortensen to serve as Heritage Preservation Commission Vice <br /> Chair. Motion carried 4-0. <br /> 7. General Business <br /> No general business. <br /> 8.1 SCSU Walking Tour Update <br /> Chair Fox provided a brief project update and mentioned a tour with the St. Cloud <br /> State project representatives and the Heritage Preservation Commission. A tour will <br /> be discussed at a later date. <br /> 8.2 Discuss Water Tower Subcommittee <br /> Chair Fox noted that the City Council approved the formation of the subcommittee <br /> during their March 3, 2014,meeting. During their first meeting, the subcommittee <br /> will outline the goals and vision. <br /> Commissioner Mortensen stated that she has been researching the costs associated <br /> with the restoration of a water tower and what processes other cities have taken in <br /> their restoration efforts. Council Liaison Wilson asked if the costs were similar to the <br /> earlier quotes Elk River received for their project. Commissioner Mortensen stated <br /> they were and said she is interest in serving on the subcommittee. <br /> Chair Fox expressed interest in serving as the second representative from the <br /> Heritage Preservation Commission. He discussed a rotating schedule to give other <br /> Commissioners an opportunity to attend the meeting. <br /> Mr. Carlton noted that the grant the Commission applied for to fund a historic <br /> structures report will move forward to a public hearing on April 17, 2014,and that <br /> each applicant has an opportunity to make a presentation about their project. <br /> 8.3 Review Research about Forming a 501 (c) (3) Organization <br /> Chair Fox discussed the process to form a 501 (c) (3) organization and will present <br /> additional information on the process at the subcommittee meeting on April 8, 2014. <br /> Commissioner Rohlf mentioned that a fiscal agent may be an alternative to the <br /> subcommittee forming their own 501 (c) (3). He said that he has experience with the <br /> process and that Sherburne County may be able to act as a fiscal agent.The agent <br /> must be a non-profit to hold the money. <br /> Council Liaison Wilson suggested meeting with Mike Brubaker from Sherburne <br /> County to discuss the possibility of a working with them as a fiscal agent. <br />
