• Meeting Notes of the April 26, 2000
Park and Recreation Commission
Meeting/Park Tour
Meeting convened at 6:00 p.m.
Members Present: Chair Kuester, Commissioners Pederson, Westrum, Dave Anderson,
Dana Anderson,Sladek and Huberty
Absent: Commissioner Reitsma
Staff Present: Michele McPherson, Director of Planning;Steve Wensman, Planner
1. Oak Knoll
The first stop on the park tour was to visit the student project at Oak Knoll that was
discussed at the April 12th meeting. The Commission walked the trail and
determined that the safety concerns regarding having the trail adjacent to the
railroad right-of-way were not as large as previously thought. The students
amended their trail and have reduced the number of openings in the fence to
one. It was observed that the dirt pile in the wetland had been removed,
however, the city and school district must resolve the school district's use of the
road between their maintenance facility and the city's maintenance facility.
• MOTION BY COMMISSIONER DANA ANDERSON, SECONDED BY COMMISSIONER
HUBERTY TO RECOMMEND APPROVAL OF THE TRAIL AS PRESENTED AND AMENDED,
AND TO SUPPORT INSTALLATION OF A GATE IN THE OUTFIELD FENCE TO PROVIDE
ACCESS FOR THE STUDENTS. MOTION CARRIED 7-0.
As the Commission left Oak Knoll, it was requested to investigate the possibility of
concreting the sides of the skate park.
2. Lafayette Woods
The Commission next stopped at Lafayette Woods to observe the construction of
Lafayette 3rd. The Commission determined that park boundary signs need to be
immediately installed between Ridgewood and Outlot A, as well as between
Lafayette Woods 3rd and Outlot A. It appeared that the grading of the lots for
the upper trail to Outlot A was incorrect and that additional grading would be
needed to resolve a change in elevation. Staff would follow up regarding these
issues.
3. Woodland Trails
The Commission next stopped at Woodland Trails Park to determine the location
of a picnic shelter. The Commission agreed conceptually to locate the shelter
east of the parking lot on a knoll between two stands of trees. This location
provides good visibility to and from the parking lot, as well as good southern
exposure. It was requested that the toilet be relocated to over by the phone and
that a garbage corral be constructed.
