Chapter 6: Transportation / 63 <br />Elk River Comprehensive Plan <br /> ·Auxiliary lanes and collector-distributor road between <br />Main and School Streets and School Street and 193rd <br />Avenue. <br /> ·US 169 is lowered (reduces reconstruction of local <br />roadways that cross over the highway) <br /> ·US 169 shifted slightly to the east near BNSF Railway <br /> ·BNSF Railway shifted <br /> ·Existing interchange at US 10/US 169/TH 101 is <br />upgraded to better channel all movements <br /> ·Interchange at Main Street <br /> ·Interchange at School Street <br /> ·Interchange at Jackson/193rd Avenue and 197th <br />Avenue (split diamond) <br /> ·Interchanges at 205th Avenue/CSAH 33 (already <br />constructed) <br /> ·Interchange at 221st Avenue <br /> ·Frontage and backage roads <br /> ·Accommodations for pedestrians and bicyclists to <br />cross both US 10 and the railroad <br /> ·Pedestrian and bicycle trails/sidewalks along crossings <br />and frontage roads <br />All other public street and driveway access will be <br />eliminated from the corridor, with access provided at the <br />interchange locations. <br />It should also be noted that there is an existing pedestrian <br />bridge located north of School Street that is used by both <br />pedestrians and bicyclists to cross US 169. This bridge <br />connects to local trails on both sides of the highway. <br />This pedestrian bridge could remain in place with <br />proposed improvements. <br />Implementation <br />Because no timeframe has been developed, most of <br />the changes identifi ed for US 10 and US 169 will occur <br />incrementally as funding becomes available, although <br />some portions of the project need to be coordinated <br />with one another. In general, construction of proposed <br />frontage and backage roads can occur before interchanges <br />are constructed and right of way for them can be <br />preserved as parcels develop and/or redevelop. The <br />City of Elk River should work with MnDOT and others to <br />identify funding sources and to move the various projects <br />forward. Partners should also consider low-cost- high <br />benefi t improvements that can be implemented ahead of <br />fi nal implementation of the freeway vision. <br />US 10 <br />US 10 has been identifi ed for conversion to a freeway <br />over the long-term between US 169 and CR 44. The <br />improvements identifi ed by MnDOT and its partners <br />also require shifting the BNSF Railway in order to <br />create grade separations with both US 10 and the <br />railroad. The grade separations will enable vehicles (as <br />well as pedestrians and bicyclists) to cross the railroad <br />and US 10 without having to be stopped by trains or <br />mainline traffi c on US 10. It is anticipated that these <br />changes will take 20 years or more to implement. <br />Proposed improvements include: <br /> ·Four travel lanes (2 in each direction) with <br />shoulders and a median barrier <br /> ·Interchange at Main Street <br /> ·Interchange at Proctor Avenue <br /> ·Interchange at Upland Avenue <br /> ·Underpass at Jackson Street <br /> ·Frontage road system between Upland Avenue and <br />Main Street <br /> ·Access at Lowell Avenue is eliminated and will be <br />served by the frontage road <br /> ·Accommodations for pedestrians and bicyclists to <br />cross both US 10 and the railroad <br /> ·Pedestrian and bicycle trails/sidewalks along <br />crossings and frontage roads <br />In addition to these improvements, the 171st Avenue <br />Focused Area Study recommends constructing a new <br />interchange between 165th and 171st Avenues. This <br />interchange will require frontage road connections to <br />eliminate other existing at-grade intersections. This <br />interchange is also shown in Figure 6-8 Proposed <br />Highway Improvements (long-term). <br />US 169 <br />Like US 10, US 169 has also been identifi ed to be <br />converted to a freeway facility by MnDOT, Sherburne <br />County, the City of Elk River, Livonia Township <br />and the City of Zimmerman. Other improvements <br />identifi ed for US 169 include: <br /> ·Ultimate six-lane facility (initially constructed <br />as a four-lane freeway that can be modifi ed by <br />converting the inside shoulders)
