Chapter 6: Transportation / 61 <br />Elk River Comprehensive Plan <br />Future Improvements and Guidelines <br />Over the past several years, there have been a number of studies completed that have <br />addressed or studied the issues identifi ed above and/or other issues identifi ed by the City. The <br />recommendations of these studies, along with implementation guidelines for addressing the <br />issues and opportunities identifi ed in the previous section are included here. <br />Congestion on MnDOT Roadways - US 10 and US 169 <br />Congestion and Access Management <br />MnDOT and its partners, including the City of Elk River, have identifi ed a <br />number of improvements to both US 10 and US 169 in order to reduce the <br />amount of congestion on the corridor, improve safety, and address some of <br />the existing connectivity concerns along the corridor. In addition to providing <br />connectivity and better crossings for motorized vehicles, the proposed <br />improvements also identifi ed connections and crossings for pedestrians and <br />bicyclists. The improvements for US 10 and US 169 were developed as part <br />of two separate environmental documents completed in 2010 by MnDOT, <br />Sherburne County and the City of Elk River. The improvements include <br />converting US 169 to a freeway facility and converting a portion of US 10 <br />to a freeway. The improvements identifi ed in the environmental document <br />were confi rmed in additional studies (Mississippi Connections Redevelopment <br />Framework, 171st Focused Area Study, and 171st Avenue AUAR). Figure <br />6-8 shows the locations of proposed interchanges and overpasses on US 10 <br />and US 169. Figure 6-9 shows greater design detail of these interchanges <br />and overpasses and includes the frontage roads. <br />It should be noted, that while plans have been developed for both roadways, <br />no funding has been identifi ed for improvements at the state or local level. <br />Because funding has not been identifi ed or programmed, the timing of <br />improvements is uncertain as is the feasibility of making them as identifi ed. <br />This plan acknowledges the uncertainty surrounding the improvements, but <br />presents them with the understanding that the proposed plans represent the <br />best information available. <br />The text on the following pages identifi es specifi c improvements by highway.
