2 / Chapter 1: Introduction <br />Elk River Comprehensive Plan <br />The Comprehensive Plan brings together various elements of Elk River into <br />a comprehensive long range plan. The Plan is a guiding document that will <br />periodically be reviewed, amended and updated. <br />City staff, the City Council, Boards, Commissions and others associated with <br />the City will use the Plan to assist them in many ways. It will provide guidance <br />for making informed decisions regarding development, redevelopment and <br />infrastructure improvements, acquire and use public land, assist in budgeting <br />capital improvements, establish regulatory tools and necessary changes, and <br />facilitate the communication of the City’s vision to residents, property owners, <br />and others. <br />Property owners and residents will use the Plan to assist them with determining <br />potential property use, understand possible land use changes that may occur in <br />the surrounding area, understand future infrastructure improvements, and make <br />property improvements based on the City’s vision for property in the area. <br />Business owners, developers, and entrepreneurs will use the plan to guide them <br />in acquiring property and coordinating development plans with existing and <br />future City infrastructure. It will also assist in helping to coordinate issues of <br />mutual interest, including coordinating the regional systems like transportation <br />and water resources.
