The Plan is a tool <br />that the community uses to guide its future growth, redevelopment <br />and improvement efforts. It provides a foundation upon which the <br />community will construct its future. More specifi cally, it offers a <br />framework for public action that helps the City make the best and most <br />appropriate use of its resources by establishing policies that are used to <br />guide the decision-making process.
