40 / Chapter 5: Land Use <br />Elk River Comprehensive Plan <br />Industrial <br />Historically Elk River has enjoyed a diverse and strong industrial base. This base thrives with <br />a regionally recognized labor force and business friendly posture. Industrial uses provide a <br />wide variety of benefi ts, including employment and daytime population. Daytime population <br />helps entice services, including a greater variety of services. <br />Light Industrial <br />The Light Industrial category includes industrial uses that are lower in intensity of <br />activity. These uses limit the potential for adverse impacts on adjacent land uses due <br />to factors such as noise and odor. Examples of Light Industrial uses include research <br />and development offi ces, enclosed storage and warehousing, laboratories, and light <br />manufacturing. <br />A portion of the current mining area south of County Road 33 may also include some <br />industrial development which will be determined through a more detailed planning and <br />engineering study before full reclamation and development occurs. <br />Medium Industrial <br />Medium Industrial land uses are intended for businesses with more intensive uses. The <br />level of intensity refers to the amount of land used by the business, the nature of the <br />industrial activity, and the potential for truck traffi c. Examples of Medium Industrial uses <br />include contracting yards, lumber yards, concrete products processing, processing of <br />natural resources, and truck terminals. <br />Future Medium Industrial land uses are also appropriate for future reuse of the mining <br />area south of County 33 which will be determined through a more detailed planning and <br />engineering study prior to full reclamation and development occurs. <br />Public/ Institutional <br />This category includes larger tracts of land used <br />for public and institutional purposes. These uses <br />include schools, City and County governmental <br />buildings and religious institutions. The Kelley <br />Farm is an example of this type of land use. <br />Open Space <br />The Open Space category contains the public <br />and private park and recreation and open <br />space system. In the future, land will be <br />added to this category as new public parks are <br />identifi ed, developed or as open space land is <br />dedicated pursuant to the Parks element of the <br />Comprehensive Plan. <br />In evaluating expansion of the open space <br />land use, due regard to uniique and substantial <br />environmental features shall be given.
