Chapter 5: Land Use / 39 <br />Elk River Comprehensive Plan <br />Highway Business <br />The Highway Business land use ranges from moderate to high intensity forms of commercial <br />development in Elk River. Businesses in this category may be the largest both in terms of size <br />and traffi c generation while also providing services and convenience types of business. Market <br />orientation tends to be regional in nature. Development orientation tends to be toward regional <br />highways. Future Highway Business developments should be located within the Urban Service <br />Boundary and adjacent to regional highways with both visibility and access. Examples of <br />Highway Business uses include discount retailers, grocery, restaurants, automotive sales and <br />service, general merchandise, and professional services. <br />The Highway Business land use follows the Highway 169 and Highway 10 corridors. An important <br />planning issue is providing options to accommodate increased demand for retail and service <br />opportunities that meet access, visibility and size requirements. <br />Development Reserve <br />The Development Reserve land use identifi es areas held in reserve for future development. The <br />areas designated for this use lie adjacent to Highway 169 and Highway 10 outside of the Urban <br />Service Area, in the area generally north of Co Rd 33. These locations are well suited for various <br />development options in the future. While not currently served by municipal utilities, intense <br />development is expected in the future due in part to the size, access, and visibility of much of <br />the area. The Comprehensive Plan seeks to guide development in vacant land already served by <br />utilities before opening new areas for growth. The reserve status allows planning to facilitate the <br />desired form of development in the future. When the Development Reserve area is developed, it <br />is expected that this area will receive urban services. The City should plan for future expansion of <br />utilities into this area within the near future.
