While <br />the City anticipates more growth, it is recognized that the City <br />desires to preserve its character and that the utility system has <br />limitations. As such, Elk River anticipates a total population <br />of 34,890 by 2035. The following projections were made <br />using a growth rate of 615 people per year, which is based on <br />the average building permits over the past fi fteen years and a <br />household size of three people per household.
