City Council ~Linutes Page 11 <br />January. 20, 2004 <br /> <br /> MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY <br /> COUNCILMEMBER TVEITE TO ADOPT ORDINANCE 04-03 AMENDING <br /> SECTION 30-1292 OF THE CITY CODE OF ORDINANCES. MOTION <br /> CARRIED 5-0. <br /> <br />6.9. <br /> <br />Public Hearing-Transportation Plan <br />Kevin Pape, ~vith Howard R. Green Company, provided a PowerPoint presentation of the <br />draft Transportation plan. <br /> <br />Mayor I~dinzing opened the public hearing. <br /> <br />Dave Shepard, 18984 Carson Street-Questioned why the city hired a consulting engineer to <br />draft this plan ~vhen they have an engineer that ~vorks for the city. <br /> <br />Ms. McPherson stated that the city does not have an engineer on staff but that he actually <br />~vorks for Ho~vard R. Green Company. The city retaSns this firm as the consulting engineer. <br /> <br />Mr. Shepard also quesOoned why the city is drafting this Plan now when it should have been <br />done years ago. He questioned if overpasses ~vere going to be built over High~v,4y 169. <br /> <br />~. Maurer stated that the Plan is a set of guideLines for the city to follow. <br /> <br />Mayor IClinzing stated that Mn/DOT is ~vorking on a plan to have overpasses installed over <br />Highway 169. Mr. Maurer stated that this is a long process and that Mn/DOT needs to <br />complete an Envh'onmental Impact Study (EIS) (which could take up to two years) and then <br />they'll have to ~vait for funding. <br /> <br />David Plude, 11537 197th Avenue-Stated that he would Like to see Mn/DOT's Highway <br />169 project expedited. Mr. Maurer stated that the city would like to see the project expedited <br />also, but he didn't think it would happen due to politics and funding. <br /> <br />Doug Franz, Planning Commissioner-Stated that the Planning Commission would like to <br />spend more time ~vith Council to determine how to implement this Plan. The Commission <br />is concerned about approving plans that will cost the city more in the future for land <br />acquisition. <br /> <br />There being no further comment on this issue, Mayor ICtinzing closed the public hearing. <br /> <br />Councilmember M0dn questioned if Mn/DOT is looking at purchasing land now for the <br />Highway 169 project. Mr. Maurer stated that it is illegal for Mn/DOT to purchase land until <br />they have completed the EIS and the geometric design of the interchanges. <br /> <br />Councilmernber Kuester questioned how the city would communicate with neighboring <br />counties regarding transportation issues. Mr. Maurer stated that the city wouldn't have much <br />influence with neighboring counties and would have to rely on Sherburne County for that <br />interaction. <br /> <br />Nfl:. IClaers stated that Mn/DOT has requested formal action from the Council for support <br />of the Highway 169 study and this ~vould come before them at a later date. He stated that <br />once the Highway 169 project moves forward and Mn/DOT determines which properties <br />they plan on taking, the Council will receive a lot of comments of concern from citizens as <br />tkis Mn/DOT study may impact their ability, to sell their property. <br /> <br /> <br />
