Elk <br />River <br />Elk River Comp ehensive Plan <br />Housing Programs and Organizations <br />Many municipal powers related to housing come from the housing and redevelopment authority <br />statues as outlined in Minnesota Statutes, Section §469.001 to §469.047. The Housing and <br />Redevelopment Authority (HRA) Act lists the following activities as public purposes: <br />To provide a sufficient supply to adequate, <br />safe, and sanitary dwellings in order to <br />protect the health, safety, morals, and <br />welfare of the citizens of the state; <br />To clear and redevelop blighted areas; <br />To perform those duties according to <br />comprehensive plans; <br />To remedy the shortage of housing for <br />low and moderate income residents, and <br />to redevelop blighted areas in situations <br />in which private enterprise would not <br />act without government participation or <br />subsidies; and <br />Public participation in activities intended to meet the purposes of sections 469.001 to 469.047 <br />and the exercise of powers confined by sections 469.001 to 469.047 are public uses and <br />purposes for which private property may be acquired and public money spent. <br />The City of Elk River intends to partner or coordinate with various housing programs and <br />organizations that can help address the City's housing needs. Some housing programs available <br />to Elk River residents include: <br />Central Minnesota Housing Partnership <br />Programs. The Central Minnesota Housing <br />Partnership helps to maintain affordable <br />housing through a variety of acquisition and <br />rehabilitation programs including the Home <br />Stretch, First Time Homebuyer Program, The <br />Central Minnesota Community Land Trust, <br />Acquisition /Rehabilitation Program, Small <br />Cities Development Program and Rental <br />Rehab Deferred Loan Pilot Program (RRDL). <br />Minnesota Housing. The mission of <br />Minnesota Housing is to finance and <br />advance affordable housing opportunities <br />for lower and moderate income <br />Minnesotans. Minnesota Housing can <br />help finance new affordable housing <br />opportunities and preserve existing <br />affordable housing. <br />Tri -Cap Home Repair Loan. The Home <br />Repair Loan provides homeowners resources <br />to make repairs to their homes. These loan <br />funds may be used to make homes more <br />livable, accessible and energy efficient. <br />Tri -Cap Family Homeless Prevention <br />and Assistance Programs. These funds <br />are available to families or singles that <br />are homeless or are at imminent risk of <br />homelessness, or living in shelters to <br />stabilize their lives by providing services <br />such as budget counseling, assisting with <br />damage deposits or first month's rent. <br />MN Center for Energy & Environment <br />Programs. Elk River is an Energy City <br />with ample opportunities and tips <br />for homeowners looking to reduce <br />consumption, save money, and rehabilitate <br />their homes in the process. Programs <br />available through MN Center for Energy <br />& Environment include the Home Energy <br />Program, Fix -Up Fund Program, and Save ; <br />Now Program. <br />Not -for Profit Organizations. Not -for profit <br />organizations including, but not limited to, <br />Habitat for Humanity can help Elk River <br />address its housing needs. <br />By utilizing these available resources, Elk River can leverage viability and healthy investments <br />in the City. The City will continue to assist the community in increasing home values and <br />strengthening neighborhoods through investment and encouraging energy efficiency. <br />Chapter 7: Housing / 83 <br />
