The <br />reuse and enhancement of historic structures shape the face of the community and <br />maintain that "small- town - feel" that residents and business owners alike have grown <br />to love and expect in years to come. The reuse of existing properties with exceptional <br />character provide a positive reflection of community heritage and values. The <br />continued public use of the Handke School is a prime example of this approach and <br />other similar opportunities should be encouraged in the future. <br />The park system offers another illustration of using public investment to enhance <br />image. Parks create green space and natural settings in a built environment. Parks <br />provide places for community to gather and play. They also provide tangible proof of <br />Elk River's commitment to quality of life. The Rivers Edge Commons is a great example <br />of this type of amenity that adds to the image of the community. <br />Open Space /Greenways <br />The continued preservation and use of open space and natural features helps to <br />maintain the "rural" or "small town" character of the community that has continuously <br />been expressed as a top priority. The Parks, Trails, and Open Space chapter of the <br />Plan discusses the creation of greenway corridors. These corridors help to create a <br />place that blends the built and natural environment. Other open space initiatives seek to <br />establish a stronger connection between the community and the River. <br />Signage <br />Both private and public signage plays a huge role in community image. Business <br />signs are an important extension of commercial development as these signs announce <br />the presence and location of their business. Without public guidance and key design <br />standards, business signs can diminish the overall image of commercial or industrial <br />districts and corridors. Local ordinances should seek a balance between private and <br />public objectives. At a minimum, the size, quantity and appearance of signs should not <br />detract from a positive community image. A better objective is to find ways of using <br />these private investments to enhance the visual appeal of the area.
