MEMORANDUM

TO:

FROM:

DATE:

S U BJ ECT:

Mayor and City Council

Chris Leeseberg, Planner

February 23, 2004

Award Skate Park Equipment Contract

Attachments

· Trueride Bid
· Specification Comparison Chart
· Park Layout

Overview

On January 20, 2004 the City Council approved the 2004 Park Capital Improvements
Budget. That budget included $50,000 for the purchase of skatepark equipment. With the
$12,775 raised by local youth, a total of $62,775 is available for the purchase of equipment.

Request

Following the City's purchasing guidelines, the project was bid. Bids were open February 18,
2004. Two bids were received:

Trueride:
American Ramp Company (ARC)

$62,668.55
$49,826.43

While the bid from Trueride is higher, an analysis of the bids shows that ARC is a non
compliant bidder (see attached comparison). The Trueride bid is within the amount
available for expenditure.

Recommendation

Staff recommends that the City Council declare ARC a non-compliant bidder and award the
skatepark contract to Trueride for $62,668.55.
