The Commission considered park dedication requirements for a proposed residential
subdivision located south of the Elk River County Club, met with representatives from
Orrin Thompson homes regarding a park requirements for a concept plan for a 700-unit
residential subdivision in eastern Elk River, recommended awarding the contract to
complete the Natural Resources Inventory, and discussed the Capital Improvements budget
an¢ 2004 projects.

Of note to the Council is a request to add $10,000 to the approved 2004 Capkal
Improvements Budget for the installation of the basketball court in Highlands West Park.
This item was not included in the 2004 Budget. Staff believes, however, that a contractor
can complete this work in 2004 and would support the Commission's recommendation to
increase the budget. Anticipated revenues in 2004 will far exceed the proposed
expenditures. The approval of Elk River Station 2na Addition will include a park dedication
payment of approximately $382,000.

The attached memos outline additional actions required by the Council regarding the skate
park equipment contract, as well as hiring a consultant to complete the Greenways/Natural
Resources Inventory.

S:\PLANNINGUMichele McPherson\PARKNREC\Council Updates\02 23 04 P & R Update.doc
